They will replace Joe Garner as head of the FSA Practitioner panel and Guy Matthews as head of the FSA Smaller Business Practitioner panel.

Mr Swann is already working as deputy chairman of the FSA Practitioner panel while Mr Beale has been a member since 2011 and Mr Turberville Smith has been a member of the FSA Smaller Business Practitioner panel since 2009.
Alison Brittain, group director of retail at Lloyds Banking Group, and Michael Dobson, chief executive of Schroders, have both joined the Practitioner panel.
John Griffith-Jones, designate chairman of the FCA, said: "I am delighted that we have been able to make such strong appointments to these valuable roles. The Panels provide an injection of senior industry expertise and opinions directly into the FCA Board's deliberations."
The FCA will come into effect on 1 April 2013.
